North Carolina has three constitutional amendments on the Nov. 3 ballot. One would cap the state income tax at 3.5% (the cap is 7% now). Another would require limits on local property tax increases, with no specific cap written in. Republicans put them on the ballot; Gov. Stein says the cap would "insulate the very wealthy" from future income tax increases.
