Lawmakers in 12 states approved plug-in balcony solar, and nine governors have signed it. Kits run $285 to $414, need no permit, and can trim a bill about 10% a month. A Utah Republican and a Virginia Democrat are on the same side. The catch: safety standards are still catching up.
